Elizabeth Sarah Bowen was born about 1828 in Liverpool, England.
She married Thomas Halliwell, a school teacher, in 1849 and they had two children before they emigrated to Australia.
They had a further five children in Victoria before sailing for Otago in 1862. Their last child was born in 1864.
Thomas was headmaster of the Middle School in Dunedin until he retired due to ill health in the late 1870s – he died in 1888 in New York, USA.
When Elizabeth signed the suffrage petition she was living in Dalry St, Mornington.
She died on 21 January 1894 and is buried in the Northern Cemetery.
