Te Hori signed the East Coast sheet of the Treaty of Waitangi between 5 and 12 May 1840 at Tūranga (Gisborne). He was a rangatira (chief) with connections to the Te Aitanga-a-Māhaki and Rongowhakaata iwi (tribes).
This may have been Matenga te Hore, who was one of the carvers of the Te Hau-ki Tūranga marae (meeting house) in 1842–3.
