Monstrous car carriers also caused headaches for the quarantine service. Cars had been inspected and cleaned wharf-side for decades, but the new demand for second-hand vehicles from the late 1980s stretched border resources. To speed up delivery, shipping lines asked for pre-shipment clearance of cars. From the late 1990s they paid quarantine officers to inspect vehicles in Japan, as Jaimie Baird (left) is doing in this photograph. This was a development from an earlier process of sending staff overseas to inspect and certify horticultural imports.
