Jane was born about 1834 in England.

She came to New Zealand with her husband James Baxter in the 1880s and they lived in Rattray Street, Dunedin where Jane signed the suffrage petition and James worked as a storeman.

James died at their home in 1908 and Jane died on 6 March 1913 – they are buried together in the Northern Cemetery.
