Jemima Jane Pettigrew was born in 1862 in New Zealand – the daughter of James Pettigrew, a mason, and Margaret Given.

She married William Henry Fox, a hairdresser & tobacconist, on 27 April 1883 in Dunedin.

They had five children and when Jemima signed the suffrage petition the family were living in Great King St, Dunedin.

The family moved to Invercargill in the 1900s where William worked as a plumber.
