Agnes Joan Richardson Hay was born on 31 October 1864  in Edinburgh, Scotland – the daughter of Catherine Hay.

Her mother married Peter Campbell, a bootmaker, in 1867 and Agnes took his name.

The family emigrated to Otago in 1875 on the Christian McAusland and they settled in South Otago.

Agnes married Thomas Evered Steel, a contractor, in 1883. They had nine children and when Agnes signed the suffrage petition the family were living in Clinton.

In later life they moved to Gore where Thomas died in 1921.

Agnes died on 28 April 1953 in Christchurch, she is buried with Thomas in the Gore Cemetery.
