Louisa Oats was born in St Buryan, Cornwall in 1845 – the daughter of miner Richard Oats and Dinah Jeffrey.

She emigrated to New Zealand in 1884 on the Florida and settled in Greymouth.

Louisa married miner Stephen Hill in 1887 and when she signed the suffrage petition they were living at Blacks Point, near Reefton.

Her half sister Margaret also signed the petition at Blacks Point (See 251 Margaret W Hocking).

Stephen died in 1894 and Louisa died on 6 July 1896 – they are buried in the Reefton Cemetery.
