Lucy Bartlett was born about 1835 in Birmingham, Warwickshire, England – the daughter of Thomas Bartlett.

She married James Hale, an iron polisher, on 24 March 1856 in Aston Warwickshire and they had eight children, three who died in infancy.

In 1872 the family boarded the Hydaspes bound for Otago and they settled in Dunedin.

James worked as a picture framer and cutlery grinder until he died in 1887.

When Lucy signed the suffrage petition she was living in Dundas St, Dunedin with her son Charles.

She died at her home on 3 September 1920 and she is buried with James in the Northern Cemetery.
