Phoebe Eleanor Carpenter was born about 1870 in New Zealand – the daughter of William Felix Carpenter and Susan Swords.
She married Samuel John James Dawson, an engineer, in 1891 and they had six children.
When Phoebe signed the suffrage petition the family were living in Bluff.
She died in Invercargill on 10 July 1929 and Samuel died in 1940, they are buried in the family grave in the Bluff Cemetery.
