Rosina Jane Collins was born in 1866 in New Zealand - the eldest daughter of James Collins, an engineer, and Emma Gill.

She married Andrew William Bascand, a clerk, on 10 March 1890 in Dunedin, they had two daughters.

When Rosina signed the suffrage petition the family were living in Bank St, Timaru.

They later moved to Christchurch where Rosina died on 22 December 1936. Andrew died in 1943, they are buried together in the Bromley Cemetery, Christchurch.
